About Uganda Revenue Authority
The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters.
Uganda Revenue Authority (URA) is a central body in charge of collection and assessment of specified tax revenue, administer and enforce the laws relating to such revenue and to account for all the revenue to which those laws apply.
Uganda Revenue Authority is also required to advise the Uganda Government on matters of policy relating to all revenue, whether or not this revenue is specified in the URA Statute No. 6.
Job Description
URA is seeking to recruit a Data Operations Supervisor to manage activities related to data quality, metadata management, data access, and the implementation of data governance initiatives to maintain the integrity, usability, and security of the Authority’s data assets.
Responsibilities
- Provide Metadata Management Support to enhance data understanding, data discovery, and improve data lineage tracking, for better data integration and utilization across the Authority.
- Supervise the collection, documentation, and maintenance of metadata in accordance with established standards.
- Ensure the accuracy and completeness of metadata to facilitate data understanding and usability.
- Support the implementation and utilization of metadata management tools and processes.
- Secure data access and usage control to the Authority’s data based on defined policies.
- Oversee the processing of data access requests in line with data access policies and security protocols.
- Monitor data usage to ensure compliance with defined guidelines and restrictions.
- Support the implementation of data access controls and permissions.
- Provide operational support for data governance initiatives.
- Coordinate operational tasks related to data governance projects and initiatives.
- Assist in the development and tracking of key performance indicators (KPIs) for data operations.
- Prepare regular reports on data operations activities and performance.
- Support data governance policy and procedure implementation.
- Supervise the implementation and enforcement of data governance policies, standards, and procedures within relevant business units.
- Provide guidance and support to team members and stakeholders on data governance requirements.
- Contribute to the development and refinement of data governance documentation.
- Lead Data Quality Management oversight to improve data accuracy, completeness, consistency, validity, and timeliness across the Authority’s data assets.
- Supervise the execution of data quality monitoring processes and identify data quality issues.
- Coordinate the investigation and resolution of data quality discrepancies, working with relevant data owners and stewards.
- Monitor adherence to data quality standards and contribute to the development of new or improved standards.
- Oversee the implementation of data cleansing and enrichment activities.
- Plan and manage the performance and development of staff under supervision to improve productivity.
- Budget for resource requirements in the business unit.
- Develop performance agreements with all staff under supervision.
- Monitor staff performance and provide guidance and periodic feedback for performance improvement.
- Assess training and development needs of staff under supervision and recommend appropriate interventions.
- Provide coaching and mentoring support to staff under jurisdiction.
- Initiate and implement activities and programs intended to create and harness teamwork in the business unit.
- Implement succession planning and other staff-related programs as introduced and approved by the organization.
- Create and maintain a working atmosphere that fosters creativity and innovation within the team.
Requirements
- An Honor’s Bachelor’s Degree in either; Information Technology, Information Systems, Data Science, Computer Science, Computer Engineering, Statistics, Applied Mathematics or Engineering from a recognized academic institution.
- At least three (03) years’ experience in either; data mining, data processing, data analytics, data modelling, data warehousing, or business intelligence attained in a reputable organization.
- An impeccable record of integrity.
- Desirable Requirements
- Professional certifications in data governance or data management either; CDMP, DGSP, TOGAF or Training in data management, data architecture, or data governance from a reputable institution
- A Postgraduate qualification in Data Management, Business Administration, or engineering field.
- Experience in use and application of database management systems (e.g., SQL Server, MySQL, Oracle) and visualization tools (e.g. Tableau, Power BI).
- Knowledge
- Proficiency in data management tools and software.
- Knowledge of relevant data privacy regulations and compliance requirements
- Understanding of data governance principles, practices, and frameworks.
- Experience with data quality management processes and tools.
- Familiarity with metadata management concepts and practices
- Proficiency in data analysis and reporting tools (e.g., Excel, SQL)
