The Ministry of Health is a government body set up with the mandate of stewardship and leadership of the health sector. The Ministry of Health is responsible for policy review and development, supervision of health sector activities, formulation and dialogue with health development partners, strategic planning, setting standards and quality assurance, resource mobilization, advising other Ministries, departments and agencies on health-related matters, and ensuring quality, health equity, and fairness in contribution towards the cost of health care.

Job Description

The Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis, and Malaria (GFATM) to strengthen resilient health systems and tackle emerging health threats. As part of this effort, the Ministry seeks to recruit a suitably qualified candidate to fill the position of Data Manager – NTLP under the Global Fund Program.

 

The Data Manager will oversee and manage the data lifecycle of the National Tuberculosis and Leprosy Program (NTLP), including data collection, management, analysis, and dissemination.

Reports To: Program Manager, National Tuberculosis and Leprosy Program (NTLP)
Responsible For: Supporting staff
Contract Duration: 24 months (renewable)

Responsibilities

  • Guide the TB & Leprosy strategic planning processes for both short-term and long-term projects.

  • Develop, implement, and manage the data lifecycle for NTLP, from collection to analysis and reporting.

  • Oversee the development and implementation of a data management system to improve reporting at all levels.

  • Review and update M&E data collection and reporting tools while providing feedback to supervisors, districts, and TB & Leprosy partners.

  • Ensure data accuracy, consistency, and timeliness across various systems.

  • Lead efforts in data cleaning, transformation, and integration across different sources.

  • Support the scale-up of the TB & Leprosy electronic case-based surveillance system (eCBSS).

  • Lead data analysis and strategic information generation for effective reporting on PUDR & WHO Leprosy indicators.

  • Convene weekly, monthly, and quarterly TB & Leprosy program planning meetings.

Requirements

  • Master’s degree in Statistics, Health Informatics, Monitoring & Evaluation, Biostatistics, or a related field.

  • Bachelor’s degree in Statistics, Monitoring & Evaluation, Computer Science, Information Management, or a related field.

  • At least 5 years of experience in the health sector as a Data Manager or in a related senior position.

  • Strong knowledge of data management software, databases, and tools.

  • Experience with data security and compliance regulations.

  • Ability to manage and lead a team effectively.

  • Strong analytical, problem-solving, and organizational skills.
