About Uganda Revenue Authority
The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters.
Uganda Revenue Authority (URA) is a central body in charge of collection and assessment of specified tax revenue, administer and enforce the laws relating to such revenue and to account for all the revenue to which those laws apply.
Uganda Revenue Authority is also required to advise the Uganda Government on matters of policy relating to all revenue, whether or not this revenue is specified in the URA Statute No. 6.
Job Description
URA is hiring a Supervisor IT Planning and Budgeting to coordinate and execute IT planning, budgeting, and strategy activities for URA, ensuring optimal allocation of technology resources, effective implementation of planning initiatives, and alignment with enterprise architecture, business objectives, and vendor management frameworks.
Responsibilities
- Develop, review, and update IT strategies and operational plans in line with URA’s digitalization goals and business requirements.
- Draft annual IT strategic and operational plans, ensuring alignment with URA’s corporate initiatives
- Review and update planning documents based on feedback, evolving business needs, and technology trends
- Collaborate with relevant URA divisions to capture and integrate department-specific requirements
- Manage the preparation, monitoring, and adjustment of IT budgets and resource allocation for projects and operations
- Prepare and monitor detailed IT budgets, coordinating with finance for timely approvals and adjustment
- Track IT expenditure and report variances, cost savings, and budget risks to management
- Recommend and implement resource reallocation strategies to optimize utilization across projects
- Coordinate strategic planning activities across IT departments to ensure integration, consistency, and achievement of organization-wide objectives
- Facilitate cross-departmental planning workshops to harmonize objectives and activities
- Develop and disseminate planning calendars and milestone trackers for all IT units
- Set and monitor KPIs for interdepartmental planning effectiveness and results
- Scan and analyze external technology trends to inform URA’s strategic planning and competitive positioning
- Conduct regular market scans and external benchmarking on technologies relevant to URA’s operations
- Analyze reports, vendor whitepapers, and industry developments to inform planning recommendations
- Present findings to management to support technology adoption decisions
- Support cascading and implementation of strategic plans among business units and IT operational teams
- Cascade strategic plans to functional teams and support development of actionable workplans
- Assist managers in translating strategic objectives into department-level targets and activities
- Monitor execution and provide feedback for continuous improvement
- Participate in IT Enterprise Architecture review and design processes to ensure planning objectives are achieved
- Participate in regular reviews of URA’s Enterprise Architecture, ensuring planning objectives are incorporated
- Collaborate with architecture and infrastructure teams to align planning outputs with technical standards
- Support documentation and communication of architecture-related planning changes
- Coordinate the preparation and submission of performance and progress reports to track implementation of IT strategies, projects, and operations
- Develop standard reporting formats and guidelines for consistency
- Collect, analyze, and validate performance data from divisions
- Submit timely performance reports to IT leadership and other URA stakeholders
- Oversee IT vendor management, including contract administration, performance reviews, and compliance with URA policies
- Manage relationships with IT vendors, ensuring contract terms and deliverables are met
- Conduct periodic vendor performance reviews; identify contract risks and propose corrective actions
- Monitor compliance with URA’s procurement, regulatory, and IT policy requirements during contract execution
- Manage the performance and development of staff under supervision to improve their productivity
- Plan and budget for resource requirements in the Unit and monitor usage to ensure efficiency
- Develop and monitor a Unit work plan and develop performance agreements with all the staff under the supervision
- Monitor staff performance and provide guidance and periodic feedback for performance improvement
- Assess the training and development needs of staff under supervision and recommend appropriate interventions
- Provide coaching and mentoring support to staff under the supervision
- Initiate and implement activities intended to create and harness teamwork in the business unit
- Implement talent management and any other staff-related programs as introduced and approved in the organization.
- Create and maintain a working atmosphere that fosters creativity and innovation in the team
Requirements
- An Honor’s Bachelor’s degree in either; Computer Science, Computer Engineering, Data Science, Information Technology, Information Systems, Software Engineering, Electrical Engineering, Telecommunication Engineering, Mathematics, or Physics from a recognized academic institution
- At least three (03) years’ experience in either; IT operations, IT planning, budgeting, strategy execution, or financial management in a reputable organization
- ITIL Certification
- An impeccable record of integrity
- A postgraduate qualification in a business field from a recognized academic institution
- A Professional certification in either; IT management, strategic planning, or project management (e.g., PMP, ITIL)
- Training in Total Quality Management
- In-depth knowledge of IT industry trends and digital transformation
- Knowledge of current IT trends, technologies, and best practices in IT operations management
- Knowledge of financial and procurement processes in Government
- Strong understanding of digital transformation and digitalization strategies
- Familiarity with quality management systems, standards, and methodologies such as ISO 9001, ISO 14001, ISO 22000, HACCP
- Knowledge of the Procurement and Public Disposal ACT
- Strong leadership, team coordination and management skills
- Demonstrated creativity and innovation capability
- Strong problem diagnosis and solving skills
- Strong conceptual and analytical skills
- Proactive with ability to work under pressure and minimum supervision
- Excellent interpersonal relationship and networking skills
- Ability to develop others through coaching, mentoring and guiding the professional growth of staff under supervision
