About Uganda Revenue Authority

The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. Uganda Revenue Authority (URA) is a central body in charge of collection and assessment of specified tax revenue, administer and enforce the laws relating to such revenue and to account for all the revenue to which those laws apply. Uganda Revenue Authority is also required to advise the Uganda Government on matters of policy relating to all revenue, whether or not this revenue is specified in the URA Statute No. 6.

Job Description

URA is seeking a Manager IT Continuity and Compliance to lead the management of IT business continuity and disaster recovery processes, conduct risk assessments and business impact analyses for IT functions, coordinate disaster recovery planning and testing, train staff on BCP and DR responsibilities, and oversee IT policy and standards compliance, including serving as a liaison for audit queries.

Responsibilities

  • Business Continuity Management: Lead the development and implementation of IT business continuity processes and procedures.
  • Develop, maintain, and update IT business continuity plans (BCP)
  • Conduct risk assessments and business impact analyses for IT functions.
  • Ensure alignment of BCP with URA’s overall business continuity strategies.
  • Coordinate regular BCP reviews and updates in response to changing IT landscapes.
  • Oversee daily IT backup procedures.
  • Disaster Recovery Coordination and Testing: Manage disaster recovery planning and oversee regular testing of DR plans.
  • Develop and maintain IT disaster recovery plans (DRP).
  • Coordinate regular disaster recovery testing and drills to ensure plan effectiveness.
  • Analyze test results and implement improvements to DR plans.
  • Ensure readiness for potential IT disruptions and quick recovery capabilities.
  • Training and Staff Awareness: Train staff on business continuity and disaster recovery responsibilities.
  • Design and deliver training programs on IT BCP and DRP.
  • Raise awareness among staff about their roles in business continuity.
  • Conduct regular workshops and drills to enhance staff preparedness.
  • Develop educational materials and resources for BCP and DRP.
  • IT Policy and Standards Compliance: Oversee compliance with IT policies and standards across the organization.
  • Ensure IT operations comply with internal and external standards and policies.
  • Regularly review and update IT policies to align with industry best practices.
  • Liaise with various departments to ensure comprehensive compliance.
  • Manage audits and assessments related to IT policy compliance.
  • Audit Liaison and Compliance Reporting: Serve as the primary liaison for IT-related audit queries and compliance reporting.
  • Coordinate responses to internal and external audit queries.
  • Prepare and present compliance reports to ITID management and auditors.
  • Address audit findings and implement corrective actions, in liaison with ITID teams.
  • Maintain records and documentation for audit and compliance purposes.
  • Coordinate responses to internal and external audit queries.
  • Plan and Manage the Performance and Development of Staff Under Supervision.
  • Develop work plans and performance agreements with all direct reports.
  • Monitor staff performance and provide regular feedback to enhance productivity.
  • Identify and address the training needs of team members to promote professional growth.
  • Foster a collaborative and innovative work environment through team-building activities.

Requirements

  • An Honor’s Bachelor’s degree in either; Information Technology, Computer Science, Computer Engineering, IT Risk Management, Engineering or Information Systems from a recognized academic institution.
  • At least five (05) years’ experience in either IT Security, Business Continuity, IT Compliance or Disaster Recovery, three (03) years of which should have been attained at a supervisory level in a reputable organization.
  • An impeccable record of integrity.
  • Certifications in business continuity, disaster recovery, or compliance (e.g., CBCP, CISA, CRISC).
  • Certificate in Information Technology Infrastructure Library (ITIL)
  • Experience in a large organization or government entity.
  • Leadership Training
  • Knowledge of IT compliance, policy management, and audit processes.
  • In-depth understanding of business continuity and disaster recovery principles.
  • Familiarity with IT governance, policies, and regulatory requirements.
  • Knowledge of current IT risks and cybersecurity practices.
  • Understanding of audit processes and compliance reporting.
  • The incumbent should be able to demonstrate;
