About Uganda Revenue Authority

The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. Uganda Revenue Authority (URA) is a central body in charge of collection and assessment of specified tax revenue, administer and enforce the laws relating to such revenue and to account for all the revenue to which those laws apply. Uganda Revenue Authority is also required to advise the Uganda Government on matters of policy relating to all revenue, whether or not this revenue is specified in the URA Statute No. 6.

Job Description

URA is seeking a Manager Digital Forensics to lead and manage digital forensic investigations, ensure the collection, preservation, and analysis of digital evidence, and implement proactive measures to strengthen the security and mitigate IT risks, fraud, and cyber threats of URA's digital infrastructure.

Responsibilities

  • Oversee and manage digital forensic investigations to ensure proper handling and analysis of digital evidence and ensure detection, analysis, and mitigation of IT risks, fraud, and cybersecurity threats.
  • Plan and execute comprehensive investigations of digital security incidents and potential breaches to determine root causes and impact.
  • Develop and enforce protocols for collecting, preserving, and documenting digital evidence per legal and regulatory standards.
  • Conduct forensic investigations on suspected IT security breaches, fraud, and insider threats.
  • Provide timely and detailed forensic reports with actionable recommendations to address vulnerabilities, mitigate identified risks and enable prevention of recurrence.
  • Implement and maintain digital forensic tools and systems to support investigations.
  • Evaluate and deploy advanced forensic tools and technologies for efficient evidence collection and analysis.
  • Establish forensic investigation protocols and standard operating procedures (SOPs).
  • Ensure the optimization and security of forensic labs, systems, and related resources.
  • Stay updated with trends in digital forensics and incorporate emerging technologies into operational processes.
  • Strengthen incident response and recovery efforts to safeguard URA’s digital assets.
  • Collaborate with IT security teams to manage and resolve incidents effectively while minimizing impact.
  • Develop playbooks for forensic investigations and incident handling to guide response efforts.
  • Conduct post-incident reviews to refine processes and bolster URA's cybersecurity posture.
  • Recommend improvements to IT security policies based on forensic findings.
  • Ensure compliance with legal, regulatory, and organizational standards.
  • Ensure forensic investigations comply with URA policies, industry standards, and legal frameworks.
  • Lead internal and external audits related to forensic practices, ensuring alignment with legal and industry requirements.
  • Provide expert guidance on forensic aspects in policy development and security strategy formulation.
  • Ensure the chain of custody for digital evidence is maintained to support legal proceedings.
  • Plan and manage the performance and development of staff in the Digital Forensics function.
  • Develop work plans and performance agreements for team members to achieve organizational goals.
  • Monitor staff performance, provide coaching, and address development needs to enhance capabilities.
  • Foster a culture of teamwork, innovation, and continuous improvement within the division.
  • Plan and budget for resource requirements in the digital forensics unit, ensuring efficient use and allocation of resources.

Requirements

  • An Honor’s Bachelor’s degree in Computer Science, Software Engineering, Information Technology, Information Systems, Electrical Engineering, Computer Engineering or Telecommunications Engineering from a recognized academic institution.
  • At least two (02) Industry Certifications in either; IT security or Digital Forensics, such as CHFI (Computer Hacking Forensic Investigator) or GCFA (GIAC Certified Forensic Analyst), the EnCase Certified Examiner (EnCE)., CISA, CISM, or CISSP.
  • At least five (05) years’ experience in either IT Security or Digital Forensics, three (03) of which should have been attained at a supervisory level in a reputable organization.
  • An impeccable record of integrity.
  • Desirable Requirements
  • Certifications in advanced forensic tools and techniques like SANS, Paraben, or Access Data.
  • Leadership training.
  • Knowledge
  • Experience in cyber threat intelligence and incident response.
  • Advanced understanding of digital forensic principles, including data recovery, network forensics, and evidence handling.
  • Expertise in incident response frameworks and methodologies.
  • Knowledge of IT security standards (ISO 27001, NIST, GDPR, Data Protection Act etc).
  • Proficiency in forensic tools and techniques, such as disk imaging, data carving, and metadata analysis.
