Job Description

The General Manager Human Resources is responsible for developing, managing, and supervising the implementation of HR strategy, policies, programs, and procedures. This includes recruitment, employee relations, staff training and development, talent and performance management, and compensation and benefits. The role ensures consistent application of HR policies across MTN Uganda and compliance with Uganda labor laws.

Key Responsibilities & Tasks

  • Develop, implement, and manage HR policies, systems, and programs.
  • Advise management on employee matters and represent management in employee relations.
  • Ensure uniform application of HR policies across all divisions.
  • Ensure compliance with Uganda labor laws and MTN Group policies for expatriate staff.
  • Counsel employees on terms of service, grievances, and discipline.
  • Manage employee complaints and ensure a formal resolution process.
  • Liaise with management on HR issues and oversee recruitment and work permits for expatriates.
  • Develop and implement the annual HR strategic objectives aligned to the company business plan.
  • Manage the Talent Performance Management system and leadership talent programs.
  • Recommend changes in line with organizational growth and succession planning.
  • Review salary and benefits surveys; develop and monitor remuneration packages based on market benchmarks.
  • Develop staff cost budgets and ensure effective cost management.
  • Conduct staff engagement surveys and use insights to improve workplace conditions.
  • Participate as a member of the Board HR and Remuneration Committee.

Requirements, Qualifications and Competences

  • Bachelor’s degree in Humanities, Psychology, Social Work, or Social Administration.
  • Master’s degree in Human Resources or Organizational Development.
  • HRD certification is required.
  • 7–10 years’ experience in Human Resources Management, including senior executive level experience.
  • Experience in telecommunications is an advantage.
  • Proven ability to drive cross-functional collaboration and lead teams to successful outcomes.
  • Project management expertise with a focus on timely and budget-compliant delivery.
  • Experience across diverse cultures and geographies.
  • Sound knowledge of the telecom environment and Uganda labor laws.
  • Leadership development and business planning skills.
  • HR policy design, stakeholder management, conflict resolution, project planning, and risk management.
  • Analytical, strategic thinking, results-oriented, and innovative.
  • Strong organizational, negotiation, and problem-solving skills.
  • Effective communication and executive presentation skills.
  • Assertive, culturally aware, emotionally mature, adaptable, and solution-oriented.
  • High integrity and team player with a focus on performance excellence.
