In 1969, the organization received the Nobel Peace Prize for improving peace among classes, pursuing decent work and justice for workers, and providing technical assistance to other developing nations. 

Job Description

The Chief Technical Adviser (CTA) is responsible for overall leadership and management of the project, including operational, financial, administrative, human resources, resource mobilization, country and sub-regional operations, technical guidance, and public communication.

Responsibilities

  • Coordinate planning, implementation, monitoring, and evaluation of dairy and tourism sector activities.

  • Collaborate with Sida during inception to develop project logical framework, output-based budget, and other deliverables.

  • Promote a learning culture within the project team, including establishment of an MRM system aligned with DCED standards.

  • Prepare periodic/ad-hoc reports and case studies on project results.

  • Manage project funds, budget, and human resources, including recruitment, performance review, and capacity development.

  • Provide authoritative technical advice on sustainable enterprise development and market systems development.

  • Build staff capacity to implement MSD approaches and promote trade, in collaboration with Geneva and ITC teams.

  • Ensure gender mainstreaming, attention to equality, and women’s economic empowerment.

  • Guide development and scaling of pilot interventions addressing key sectoral constraints.

  • Support development and assessment of all planned project outputs.

  • Establish project governance structures, including the Project Steering Committee.

  • Coordinate project work with government, business, labor, ILO, ITC, and Sida.

  • Maintain relationships with donors and similar projects for knowledge sharing, scaling-up, and resource mobilization.

  • Represent the Office at meetings, seminars, and evaluations.

  • Promote ILO policies and values in technical areas.

  • Promote relationships with multi-lateral and bilateral donors.

  • Oversee and monitor resource mobilization proposals in coordination with the country office.

  • Perform any other duties requested by the responsible chief.

Requirements

  • Advanced degree (Master’s or equivalent) in Economics, Management, International Development, Social Science, or related field with demonstrated MSD knowledge.

  • A Bachelor’s degree + 2 years relevant experience may be accepted in lieu of a Master’s.

  • At least 10 years international experience in technical cooperation management.

  • Leadership in market systems development or private sector development projects.

  • Proven management skills in project cycle management, partnership building, and resource mobilization.

  • Experience with dairy and tourism sectors, especially in Uganda, is advantageous.

  • Experience managing multi-stakeholder activities and familiarity with ILO policies is advantageous.

  • Excellent command of English (written and spoken).

  • Strong ownership, integrity, transparency, and commitment.

  • Ability to develop strategies and interventions aligned with project objectives.

  • Excellent leadership, teamwork, and interpersonal skills.

  • Ability to promote learning culture, guide staff, and adapt project activities.

  • Strong communication, networking, and report-writing skills.
