The International Labour Organization (ILO) is a United Nations agency dealing with labour problems, particularly international labour standards, social protection, and work opportunities for all. The ILO has 187 member states: 186 of the 193 UN member states plus the Cook Islands are members of the ILO. In 1969, the organization received the Nobel Peace Prize for improving peace among classes, pursuing decent work and justice for workers, and providing technical assistance to other developing nations. 

Job Description

The National Expert will work under the supervision of the Project Manager (Team Leader) with support from the Deputy Team Leader (ITC), and in close collaboration with the rest of the project team.
They will also coordinate and quality-check the work of international and local consultants supporting project interventions.

Responsibilities

  • Support the design of interventions addressing regulatory barriers in the dairy and tourism sectors based on market systems assessments.

  • Coordinate the planning, implementation, and monitoring of interventions through partnerships with private and public sectors to address systemic constraints and create employment and income opportunities.

  • Develop, guide, and coordinate systemic interventions to strengthen rules and regulations in both sectors, promoting better jobs, business growth, and trade.

  • Serve as a key focal point for project-relevant ministries and as the primary technical advisor on regulatory and sector coordination interventions.

  • Support the project team to strengthen coordination between private and public sector actors.

  • Collaborate with team members to ensure complementarity and balanced workload management.

  • Support the Team Leader and Deputy Team Leader in establishing the Steering Committee and organizing its meetings.

  • Contribute to the development and regular update of the Monitoring and Results Measurement (MRM) system for regulatory interventions.

  • Prepare inputs for reports and presentations for project management, donors, and stakeholders.

  • Facilitate workshops, trainings, and events, and adapt ILO training materials to the local context.

  • Ensure that gender equality and women’s economic empowerment are central to all project activities.

  • Invest in personal upskilling in systemic approaches, trade, and export promotion through participation in ILO and ITC learning opportunities.

  • Perform any other duties as requested by the Team Leader and Deputy Team Leader.

Requirements

  • First level university degree (Bachelor’s or equivalent) in Public Policy, Public Administration, Business, Economics, Political Science, International Development, or another relevant field. 

  • Minimum three years of experience in the private, public, or development sectors.

  • Experience working on regulatory-themed initiatives in market systems development, private sector development, or trade-related programmes is an advantage.

  • Experience coordinating regulatory changes with or within government, particularly in multi-stakeholder contexts, is an advantage.

  • Excellent command of English (written and spoken).

  • Technical knowledge of governance, regulatory reform processes, and enforcement in Uganda.

  • Knowledge of market systems development, trade and export promotion, or the dairy and tourism sectors (advantageous).

  • Strong research and analytical skills with the ability to develop innovative solutions.

  • Political awareness and understanding of socio-economic dynamics.

  • Flexibility to adapt activities to changing project developments.

  • Excellent drafting, teamwork, and interpersonal skills.

  • Ability to interpret and apply rules, regulations, policies, and procedures.

  • Effective stakeholder relationship management.

  • Strong time management and prioritization abilities.

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and ability to learn new systems quickly.

  • Ability to work in a multicultural environment and demonstrate gender-sensitive and non-discriminatory behaviour.
