Job Description

DI is seeking to hire a Team Leader (TL) for the anticipated one-year Consultancy to facilitate capacity development for the Uganda Human Rights Commission (UHRC) under GIZ’s Strengthening and Advancing Governance and Accountability Action (SAGA) project in Uganda. The Team Leader will provide overall technical, managerial, and coordination leadership for a structured capacity development initiative focused on institutional performance, accountability, and sustainability. The Team Leader will oversee the delivery of a comprehensive capacity needs assessment, the development of a tailored UHRC Capacity Development Plan, and the implementation of priority capacity-building interventions, including training, mentoring, institutional strengthening, and results-based monitoring. Working closely with UHRC leadership, GIZ, and a multidisciplinary team of experts, the Team Leader will ensure high-quality advisory services, timely delivery of outputs, and alignment with national frameworks, UHRC’s Strategic Plan, and international human rights standards. Based in Uganda for the duration of the assignment, the Team Leader will serve as the primary point of contact with GIZ and UHRC, lead coordination and reporting, manage personnel and short-term expert inputs, and ensure effective financial planning and compliance. This position is contingent upon award and funding.

Key Responsibilities & Tasks

  • Overall responsibility for the advisory packages of the contractor (quality and deadlines).
  • Coordinating and ensuring communication with GIZ, partners and others involved in the project.
  • Personnel management in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts.
  • Regular reporting in accordance with deadlines.
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • Contribute to ongoing Democracy International business development efforts, in Uganda and around the world.

Requirements, Qualifications and Competences

  • Master's degree in Organizational Psychology, Human Resource Management, Public Administration, Business Administration, Economics or a related field.
  • Full professional proficiency in English.
  • 8 years proven experience in conducting capacity needs assessments, performance assessments, and delivering training or advisory support for public institutions.
  • 8 years of professional experience in consulting projects on institutional capacity development funded by development partners.
  • 5 years of management/leadership experience as project team leader or manager in a company, including responsibility for financial management of projects/budgets.
  • Demonstrated experience from 2 similar projects with on-site consulting in Sub-Saharan Africa, of which 1 project has been implemented in East Africa.
  • Strong knowledge of Uganda’s governance and human rights landscape.
  • Familiarity with Uganda’s legal and policy frameworks, including the Constitution, the UHRC Act, the National Development Plan (NDP), GSP Implementation Action Plan and working with development cooperation projects.
  • Excellent facilitation, verbal communication, and report-writing skills.
  • Strong initiative and ability to work independently.
  • Strong socio-cultural and intercultural competence.
  • Efficient, partner- and client-focused approach to work.
  • Ability to think and collaborate across disciplines.
  • This position reports to Director of Program Management.
  • Direct reports may include DI Uganda Team
