DI is seeking to hire an Institutional Development Expert for the anticipated one-year Consultancy to facilitate capacity development for the Uganda Human Rights Commission (UHRC) under GIZ’s Strengthening and Advancing Governance and Accountability Action (SAGA) project in Uganda. The expert will support the UHRC in strengthening institutional systems, performance management, and results-based planning as part of a broader capacity development initiative. Working under the technical leadership of the Team Leader, the Institutional Development Expert will contribute to the design and implementation of a comprehensive capacity needs assessment and the development of UHRC’s Capacity Development Plan. The Expert will play a central role in analyzing institutional structures, internal processes, human and financial resource systems, and monitoring and evaluation frameworks, with a focus on improving organizational effectiveness and accountability. The Expert will support the design of results-based monitoring tools, institutional strengthening frameworks, and performance indicators, and will contribute to the implementation of prioritized capacity development interventions, including trainings and the development or revision of institutional and operational tools. The position requires close collaboration with UHRC technical and administrative staff, GIZ, and other project experts to ensure sustainability and alignment with national governance and justice frameworks. This position is contingent upon award and funding.
