Job Description

In order to provide sustainable access to safe water, sanitation and hygiene (WASH) services in communities and to improve the enabling environment in schools and health facilities, UNICEF Uganda is planning to support the construction and rehabilitation of WASH facilities in selected districts in Western Region (Kikuube, Kamwenge and Isingiro) and the West Nile sub region ( Yumbe, Adjumani, Terego and Madi Okollo).

In preparation for the planned rehabilitation works, technical assessment of 91 existing sites with WASH facilities are required. These assessments will inform the development of detailed engineering designs and drawings, and Bills of quantities (BoQs) to ensure that proposed interventions are technically sound, cost-effective, climate-resilient and aligned with national standards and UNICEF WASH guidelines.

 

The consultant will support the site assessment, KAP survey, quality assurance and documentation of progress of construction activities within the timeline specified for each project including reviewing of detailed design and documentation, preparing tendering documents, construction supervision for quality assurance and strengthening O&M WASH systems. 

Key Responsibilities & Tasks

  • Assess WASH facilities in 73 schools and 18 health centers to identify required repairs or rehabilitation.
  • Prioritize sites by creating a list of 50 institutions that require urgent repair or rehabilitation.
  • Develop engineering designs and drawings for the rehabilitation and construction of WASH facilities.
  • Prepare Bills of Quantities (BOQs) for construction works in consultation with District Local Governments.
  • Prepare tendering documents for procurement of contractors.
  • Supervise construction and rehabilitation works to ensure they follow designs, BOQs, and contract specifications.
  • Carry out quality checks on construction materials and ensure proper workmanship.
  • Certify contractor claims and construction progress through regular site supervision.
  • Conduct a Knowledge, Attitudes, and Practices (KAP) survey in 91 schools and health facilities.
  • Assess the functionality of management committees such as School Management Committees (SMCs) and Health Unit Management Committees (HUMCs).
  • Identify challenges affecting sustainability of WASH facilities, including operation and maintenance systems.
  • Strengthen operation and maintenance (O&M) systems for water and sanitation facilities at institutional and community levels.
  • Work with school and health facility heads to advise on improvements or minor repairs needed.
  • Prepare and submit project documentation, including site reports, inspection reports, and progress reports.
  • Document project progress with GPS coordinates, photos, and records of all supported institutions.
  • Prepare site meeting reports, work plans, and monthly progress reports.
  • Prepare handover documentation for completed WASH facilities.
  • Facilitate the handover of completed facilities to schools or health facilities in coordination with district officials.

Requirements, Qualifications and Competences

  • An advanced university degree (Master's or higher) in one of the following fields: Civil Engineering, Water Engineering, Environmental/hydrogeology Engineering, water resource management, sanitation engineering, project management.
  • Minimum of 5 years of responsible professional work experience in WASH infrastructure quality assurance and inspection, Programme management, monitoring and evaluation and/or knowledge management related to WASH, Environment and Climate programmes in Low Middle Income Country setting.
  • At least 3 years professional work experience in the related field programmes in Uganda is preferable
  • Previous work experience in UNICEF or UN agencies is an asset.
  • Fluency in English is required. Knowledge of a local language is an asset.
