Job Description

The Senior Program Officer will work under the guidance of the District-Based Teams Manager and technical leads to support the continuity of prioritized lifesaving HIV/TB services within the assigned district/cluster. The role involves close collaboration with District Health Teams (DHTs) and health facilities to ensure that critical HIV/TB testing and treatment activities align with Government of Uganda and project/donor priorities and policies.

Key Responsibilities & Tasks

  • Plan, implement, monitor, and report on prioritized lifesaving HIV/TB testing, adult and pediatric/adolescent care & treatment, and management services in collaboration with district/site teams.
  • Support the transition of all eligible pediatric patients to pALD at supported sites.
  • Collaborate with Community & PSS officers to train Community Health Extension Workers (CHEWs) in prioritized districts.
  • Ensure the provision of prioritized lifesaving PMTCT/EID services with district/site teams.
  • Support TB case finding, case holding, and access to TB treatment and preventive therapy with site teams and community linkage facilitators.
  • Ensure accurate and timely data collection, monitoring, and reporting for prioritized services within the cluster alongside the M&E Officer.
  • Coordinate with the Laboratory Specialist to optimize laboratory hub/sample transport networks and the utilization of GeneXpert, Truenat, CrP, POC/EID/VL, and LIMS platforms for client sample/result management.
  • Work with the Supply Chain Specialist to maintain lifesaving commodity availability in supported districts/clusters.
  • Contribute to documentation of best practices, success stories, and abstracts in the supported districts/clusters.
  • Lead district engagement with leadership for program priorities, plans, and activities.
  • Develop customized work plans, weekly/district activity reports, and budgets.
  • Support cluster team performance management, leave management, and overall program coordination.
  • Perform any other duties assigned by the supervisor.

Requirements, Qualifications and Competences

  • Bachelor of Medicine and Bachelor of Surgery (MBChB) – required
  • Master’s in Public Health or postgraduate training in project management – an added advantage
  • Minimum of 5 years’ experience in USG-funded or other donor-supported HIV and TB programs
  • Proven experience working with local government/districts and willingness to work upcountry
  • Strong data analytics skills and ability to use data for decision-making
  • Excellent written, oral communication, and presentation skills
  • Ability to develop activity plans and budgets
  • Proficiency in Microsoft Word, Excel, and PowerPoint
