About Uganda Revenue Authority
The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters.
Uganda Revenue Authority (URA) is a central body in charge of collection and assessment of specified tax revenue, administer and enforce the laws relating to such revenue and to account for all the revenue to which those laws apply.
Uganda Revenue Authority is also required to advise the Uganda Government on matters of policy relating to all revenue, whether or not this revenue is specified in the URA Statute No. 6.
Job Description
URA is hiring a Commissioner Tax Investigations to set the strategic direction and lead the department in developing a robust tax investigations and intelligence function that continually improves on the delivery of URA’s Strategy
Responsibilities
- Lead the department in the formulation and implementation of investigation and intelligence strategy to improve tax compliance
- Develop and oversee the implementation of strategies for managing intelligence and investigations operations and actions of the department
- Establish mechanisms to track and account to management, the department’s operational performance and improvement strategies
- Develop Tax Investigations frameworks/ systems that continually contribute to increasing compliance amongst taxpayers
- Lead the development, implementation and review of investigations and intelligence processes and systems to increase efficiency in TID operations
- Identify the systems and processes that require development/review and communicate them to relevant action officers
- Guide the development of the systems and processes and provide appropriate approvals of the applicable documentations to uphold departmental standards
- Periodically review the processes and systems to align them to departmental and/or changes in the URA strategy
- Provide relevant approvals for information generation and access in order to maintain its integrity
- Oversee the provision of digital forensics services, scientific investigations, and science laboratory services aimed at enhancing the organization's tax compliance and enforcement efforts
- Develop and maintain strategic alliances to enable the realization of Science Investigations' strategic objectives.
- Develop and coordinate harmonization of technical services policies and guidelines with the Government and Regional agencies to enhance effective support processes.
- Plan and coordinate the implementation and evaluation of Technical Services Programs to enhance taxpayer compliance
- Develop and maintain strategic partnerships and alliances to enable the realization of TID’s strategic objectives
- Engage strategic partners for strategic alliances with the department to enable efficient execution of TID strategy
- Develop, maintain and periodically review frameworks for the department’s cooperation and partnership with identified strategic alliances
- Establish mechanisms to monitor staff adherence to agreed standards of cooperation with the partners for corrective action and continuous relationship enhancement
- Initiate and oversee the implementation of mechanisms / systems for periodic client sensitizations for awareness enhancement and provision of feedback
- Lead the development and monitor programs to improve the capacity, performance and productivity of staff in the department to enhance the quality of their service
- Oversee the budget of the department and determine/approve the allocation of funds in line with the department’s strategy.
- Lead, guide and support the department in performance planning, monitoring and evaluation processes and account to management, the performance of the department.
- Lead the identification of capacity gaps in the department, approve suitable development programs and establish strategies to monitor their implementation
- Create and continually enhance an enabling environment to enable all staff to maximize their performance, innovation and creativity potential
Requirements
- An Honors Bachelors’ Degree or its equivalency from a recognized academic institution.
- Post Graduate Qualification in a relevant field
- At least ten (10) years working experience in Investigations or Intelligence, four (4) of which should have been attained at leadership level in a reputable organization.
- Leadership Training
- An impeccable record of integrity
- Training in Intelligence and/or Investigations
- Experience in building and sustaining diplomatic partnerships and alliances.
- Knowledge
- Knowledge of Criminal Procedures Act
- Knowledge of other relevant laws such as the Penal Code Act, Criminal Procedures Act, Computer Misuse Act
- Knowledge of the International Association of Law Enforcement Intelligence Analysts (IALEIA) standards
- The incumbent should have a high level of intuition and emotional intelligence
- S/he should have demonstrated creativity and innovation capability
- S/he should have strong problem diagnosis and solving skills
- The incumbent should have Strong conceptual and analytical skills
- The incumbent should have excellent interpersonal and networking skills
- The incumbent should have the ability to develop, communicate the vision, motivate and influence a team of professionals towards the realization of a team’s/department’s mandate
- S/he should have the ability to coach, mentor and guide the professional growth of staff under supervision
- S/he should have excellent oral, written communication and presentation skills
