Job Description

The Shelter Assistant will be responsible for supporting the implementation of shelter-related activities under the OCHA-funded cash and protection project implemented by DRC. The role holder will also support beneficiary verification, delivery of cash for shelter assistance, monitoring of shelter interventions, and coordination with community structures and protection teams to ensure that assistance reaches vulnerable households in a timely, accountable, and protection-sensitive manner.

Key Responsibilities & Tasks

  • Support the identification and verification of vulnerable households eligible for shelter support in line with agreed project targeting criteria. 
  • Conduct household verification visits and technical assessments to confirm shelter needs and eligibility. 
  • Support the validation of beneficiary information and documentation prior to assistance delivery. 
  • Coordinate with protection teams and community structures to identify persons with specific shelter needs. 
  • Support the onboarding of beneficiaries receiving cash for shelter assistance. 
  • Facilitate the disbursement process for cash for shelter transfers in coordination with programme and finance teams. 
  • Support verification of shelter improvements prior to the release of the second tranche of cash assistance. 
  • Ensure beneficiaries clearly understand the purpose of the shelter cash assistance and their responsibilities. 
  • Conduct regular monitoring visits to households receiving shelter assistance to assess progress of shelter improvements. 
  • Support post-distribution monitoring activities in coordination with MEAL teams. 
  • Document implementation challenges and provide feedback to programme teams to improve project delivery. 
  • Support collection of evidence on shelter outcomes and beneficiary satisfaction. 
  • Support community sensitization activities related to shelter assistance and eligibility criteria. 
  • Ensure beneficiaries are informed about available complaints and feedback mechanisms. 
  • Receive and refer beneficiary feedback and complaints through established channels. 
  • Coordinate with community leaders, settlement authorities, and relevant stakeholders during implementation. 
  • Maintain accurate records of shelter beneficiaries, verification reports, and monitoring findings. 
  • Contribute to activity reports and support documentation of project progress. 
  • Any other duties as assigned by Supervisor 

Requirements, Qualifications and Competences

  • Bachelor's degree in Social Sciences, Development Studies or any related field 
  • Experience supporting cash-based shelter interventions. 
  • Familiarity with humanitarian shelter standards and protection-sensitive programming. 
  • Strong community engagement and communication skills. 
  • Knowledge of both written & Spoken English
