Job Description

The Child Protection in Emergencies (CPIE) Officer is responsible for leading activity implementation and providing administrative support to case management workers within the project. The role focuses on strengthening child protection systems, ensuring children and adolescents affected by crises have access to protection services, psychosocial support, and safe environments. The officer works closely with stakeholders such as UNHCR, OPM, district local governments, implementing partners, and community structures to build protective environments for refugee and host communities. The role also supports project coordination, monitoring, reporting, and community mobilization to improve protection outcomes for vulnerable children and adolescents.

Key Responsibilities & Tasks

  • Work with team members to implement communication activities based on the communication strategy.
  • Disseminate communication materials to community leaders and stakeholders.
  • Mobilize communities for awareness meetings on child protection and GBV.
  • Collect case studies, success stories, and project impact profiles.
  • Provide technical guidance for child protection project activities.
  • Prepare weekly, quarterly, and annual reports.
  • Mobilize community members and stakeholders to participate in project activities.
  • Represent the organization in Child Protection Working Group meetings.
  • Coordinate with partners and project staff to ensure quality results.
  • Support monitoring, evaluation, documentation, and reporting.
  • Track project performance and ensure effective budget utilization.
  • Ensure proper case management documentation and data storage.
  • Support case management workers in capturing cases in the Progres system.
  • Implement systems for identifying unaccompanied and at-risk children.
  • Conduct capacity-building sessions for case management workers.
  • Promote teamwork among child protection staff and volunteers.
  • Perform additional duties assigned by the CPiE Specialist or Project Manager.
  • Identify and manage risks related to procurement, finances, safeguarding, and security.
  • Support compliance with risk management frameworks.
  • Participate in audits and maintain audit documentation.
  • Support quarterly project monitoring visits.
  • Ensure proper financial accountability.
  • Manage procurement processes according to organizational policies.
  • Support project risk mitigation efforts.
  • Ensure safeguarding policies are fully implemented.
  • Ensure staff understand their responsibilities under safeguarding policies.
  • Promote gender equality and inclusion in program implementation.
  • Ensure concerns are reported and managed appropriately.

Requirements, Qualifications and Competences

  • Bachelor’s degree in Social Work and Social Administration, Child Development, Child Protection, Development Studies, Social Sciences or related field
  • At least 3 years of professional experience implementing Child Protection in Emergencies (CPiE) programs in humanitarian contexts.
  • Experience using participatory approaches and rights-based programming.
  • Experience working with partners, local authorities, NGOs, UNHCR, and OPM.
  • Experience in community engagement and stakeholder coordination.
  • Experience in project reporting and documentation.
  • Strong interpersonal and teamwork skills.
  • Analytical and problem-solving skills.
  • Negotiation and communication skills.
  • Experience using Progres or other CPIMS databases.
  • Good written and spoken English.
  • Knowledge of local languages spoken by refugees (e.g., Swahili, Lingala, French, Arabic, Kakwa, Madi, etc.).
  • Experience managing humanitarian projects.
  • Knowledge of child protection minimum standards and humanitarian frameworks.
  • Understanding of financial and procurement systems.
  • Ability to ride a motorcycle and possess a valid Class A driving license.
