Job Description

The SIDP is an FCDO-funded project implemented by the British Council to build digital literacy and basic digital skills for underserved communities. It aims to help digitally excluded individuals, specifically young people from lower socio-economic backgrounds, women, and Persons Living with Disabilities (PLWD), develop digital competencies to participate safely in digital life and enhance livelihoods.

 

Objective: The main objective is to provide technical expertise on digital skills literacy skills development for the SIDP Project and its stakeholders in Uganda. The consultant will build upon the experiences and amplify lessons of the Digital Access Programme (DAP) and SIDP Project Kenya.

 

Timeline: The assignment is expected to start and finish within a period of 9 months from the contract start date, with a possibility of extension. Delivery terms are flexible to adjust proposed dates by a week or two.

Responsibilities

  • Conduct a rapid situational assessment of digital literacy in Uganda, including current policies, projects, and programmes.

  • Carry out stakeholder mapping to identify key government and non-government organisations.

  • Conduct a high-level capacity assessment of local organisations to deliver digital skills training.

  • Develop a comprehensive report on the findings.

  • Develop and coordinate a 5-month organisational capacity strengthening initiative based on the assessment.

  • Competitively recruit and onboard 10-15 organisations to the initiative.

  • Coordinate their participation till completion.

  • Provide technical support for the development/adaptation of a digital literacy skills curriculum.

  • Lead planning, hosting, and reporting for a 3-day stakeholder dialogue event.

  • Coordinate follow-up meetings/engagements with relevant stakeholders.

  • Manage partner engagements at both government/national and community levels.

  • Ensure data collection for M&E on the curriculum development process, dialogue event, and capacity strengthening initiative (with support from an M&E consultant).

  • Reporting and Communication: Work closely with the SIDP Project Manager in Uganda and other key stakeholders (British Council, FCDO, government agencies, local organisations).

  • Develop comprehensive reports for activities conducted.

Requirements

  • Degree in ICT (a master’s degree or related field is desirable).

  • Extensive knowledge in digital inclusion and working with marginalised and underserved groups (women, youth from low economic backgrounds, persons with disabilities) in Uganda.

  • Experience in digital inclusion and skills development in Uganda, and in the development of training materials and high-level policy documents.

  • Extensive experience in conducting rapid situational assessments, project evaluations, organisational capacity assessment and strengthening.

  • Extensive experience in stakeholder management for varying levels (donors, government, NGOs at national and local levels).

  • Strong experience in a range of analytical methods, including innovative qualitative approaches and undertaking case studies.

  • Experience conducting studies in development contexts with local teams, adhering to principles and ethics (do no harm, participatory, community-led approaches).

  • Proven experience in the production of high-quality and timely reports in good oral and written English.

  • Strong interpersonal, communication, planning, and facilitation skills in cross-cultural contexts.
