Job Description

Responsibilities

  • Supervise all WASH and building construction projects planned within Area Programs (APs) in the region.

  • Participate in quality assurance reviews and build the capacity of construction committees in each cluster to effectively monitor construction activities.

  • Take part in annual program planning and budget review exercises.

  • Review bids and tender documents for construction projects and manage contracts in accordance with World Vision’s construction management systems.

  • Serve as an alternate member of the Central Tender Committee (CTC).

  • Lead arbitration, mediation, and dispute resolution processes for all WASH and building construction contracts in collaboration with cluster, regional, and supply chain teams.

  • Support APs and sector teams in conducting assessments, designs, measurements, monitoring, and evaluation of WASH and building construction projects in line with organizational and national standards.

  • Coordinate and develop detailed engineering designs for all WASH and building projects supported by World Vision Uganda within the region.

  • Prepare bills of quantities, technical specifications, and tender documents for construction projects.

  • Regularly update standard designs for WASH and building projects to align with current market trends, national policies, and international standards.

  • Support the development and enforcement of guidelines for high-quality WASH and building construction implementation within Area Programs.

  • Ensure that all constructions meet or exceed planned outcomes and comply with Government of Uganda regulations, SPHERE standards, Sustainable Development Goals (SDGs), and other relevant frameworks.

  • Review and approve all project designs, drawings, bills of quantities, and technical specifications prior to contracting and during implementation.

  • Provide technical support in the preparation and evaluation of tender documents.

  • Monitor and evaluate project indicators and ensure adherence to engineering standards.

  • Collaborate with District Water Officers and Engineers to ensure compliance with national infrastructure design manuals and standards.

  • Document and share best practices and lessons learned from completed projects.

  • Participate in WASH and infrastructure coordination meetings at various levels.

  • Promote a results-based management culture that consistently achieves or exceeds established targets.

  • Facilitate the design of community operation and maintenance manuals for WASH and building projects.

  • Conduct training and mentorship for community committees to strengthen sustainability of infrastructure projects.

  • Mentor, coach, and supervise upcoming structural and civil engineering professionals within World Vision Uganda.

  • Establish and maintain strategic partnerships with government ministries, NWSC, UWSNET, UN agencies, NGOs, and development partners (e.g., USAID, DFID, EU).

  • Work closely with the Communications, Marketing, and Advocacy divisions to ensure proper branding of completed infrastructures.

  • Represent World Vision Uganda in relevant partnership and sector coordination meetings.

  • Review project reports as required.

  • Prepare and submit monthly, quarterly, semi-annual, and annual reports on WASH and building construction projects.

Requirements

  • Bachelor’s degree in Civil Engineering, Water Resources Engineering, Building & Construction, or a related field from a recognized institution.

  • Postgraduate certification in Construction Management, IWASH, or a related area is an added advantage.

  • Minimum of six (6) years of experience in designing, planning, implementing, supervising, and reporting on WASH and building construction projects within integrated development programs.

  • Proven experience in construction contract management.

  • In-depth knowledge of Uganda’s WASH-related policies, frameworks, and SDG 6 indicators.

  • Registration with a recognized professional body (e.g., Institute of Engineers of Uganda) is an added advantage.

  • Proficiency in engineering applications such as AutoCAD, ArchiCAD, EPANET, and GIS is desirable.

  • Excellent computer skills, including MS Office Suite and email systems such as Microsoft Outlook.

  • Strong results orientation and ability to manage heavy workloads and competing demands.

  • Excellent communication and interpersonal skills.

  • Demonstrated ability to build and maintain effective partnerships with government, donors, and NGOs.
