About Local Government Finance Commission
Local Government Finance Commission, established under Article 194 of the Constitution of the Republic of Uganda and mandated to advise the President on all matters concerning the distribution of revenue between the Government and local governments and the allocation to each local government of monies out of the Consolidated Fund among others.
Job Description
The Local Government Finance Commission (LGFC) is seeking to recruit a Senior Monitoring and Evaluation Research Officer to design and implement research projects and evidence-based initiatives for the LGFC.

Reports to: Principal Research Officer
Directly Supervises: None
Responsibilities
Develop and oversee monitoring and evaluation policies, tools, and procedures for effective data collection, analysis, and reporting.
Monitor Commission activities, expenditure, and progress against Key Performance Indicators (KPIs) and strategic goals.
Manage data quality, conduct impact assessment and analysis of the Commission or other Government of Uganda fiscal decentralization interventions, and provide findings to the Commission and stakeholders.
Foster a culture of learning by identifying lessons learned, sharing insights, and recommending improvements for program strategy.
Train and mentor staff on Monitoring and Evaluation principles, methods, and tools.
Provide technical support for proposal development and resource mobilization, and ensure logical frameworks are robust.
Coordinate with staff, partners, and external experts to ensure monitoring and evaluation is aligned with the vision of the organization.
Requirements
An Honors Bachelor's Degree in Economics, Statistics, or Monitoring and Evaluation from a recognized Institution or A Master's Degree in Economics, Statistics, Monitoring and Evaluation, or Development Evaluation with a bias in Project Planning and Economics, from a recognized Institution.
At least three (3) years working experience at Officer Level in areas of research and Monitoring and Evaluation work in a reputable institution.
Strong research, social policy, and/or numerical skills
High level of knowledge in database software and specialist packages such as SPSS
Leadership and management skills
Organizational skills
Practical computer experience
Report writing skills
Knowledge of monitoring and evaluation tools and strategies
Integrity, value-based, honest, and result-oriented
Ability to work with persons from diverse backgrounds
Analytical, judgmental, and listening skills
High level of motivation and initiative
Ability to work as part of a team
Strong communication and interpersonal skills
