The United Nations Programme for Gender Equality and the Empowerment of Women, also known as UN Women, is a United Nations agency charged with working for gender equality and the empowerment of women. UN Women is charged with advocating for the rights of women and girls, and focusing on a number of issues, including violence against women and violence against LGBT people.

Job Description

Reporting to the Team Leader in Charge of the EVAWG Team, the Consultant contributes to the effective management of UN Women programmes in the UCO by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Consultant guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Consultant works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Responsibilities

  • Provide substantive inputs to the design and formulation of programme/project proposals and strategies in the area of Ending Violence Against Women (EVAW).

  • Lead implementation of assigned programme activities for the EVAW programme and the Spotlight Initiative 2.0.

  • Review, coordinate, and monitor implementing partner financial and narrative reports.

  • Identify implementation bottlenecks, risks, and opportunities, proposing corrective actions.

  • Support adaptive programme management.

  • Provide substantive EVAW technical support to the Resident Coordinator’s Office (RCO) for the coordination of Spotlight Initiative 2.0 across UN agencies in Uganda.

  • Track progress against Spotlight workplans and results frameworks.

  • Support engagement and coordination with Government institutions, the European Union, civil society, and other partners.

  • Coordinate technical support and develop knowledge products for programme partners.

  • Maintain relationships with national partners and identify opportunities for their capacity building.

  • Monitor programme implementation and finances using results-based management tools.

  • Draft reports on monitoring missions, programme results, outputs, and outcomes.

  • Provide substantive inputs to donor and UN Women reports.

  • Provide inputs to resource mobilization strategies and maintain relevant databases.

  • Lead technical preparation of resource mobilization products (proposals, briefs, donor profiles).

  • Participate in donor meetings and events as delegated.

  • Provide technical support for inter-agency coordination on EVAW to ensure coherence of UN Women programmes.

  • Support collaboration with national institutions, local governments, and civil society.

  • Develop background documents, briefs, and knowledge products on EVAW and Spotlight 2.0.

  • Support advocacy and communication efforts.

Requirements

  • Master’s degree in social sciences, human rights, gender/women's studies, international development, or a related field is required.

  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the Master's degree.

  • A project/programme management certification is an added advantage.

  • At least 5 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring & evaluation, donor reporting, and capacity building is required.

  • Experience in working on social norms transformation is required.

  • Proven experience supporting or implementing the EU-UN Spotlight Initiative is essential.

  • Demonstrated experience supporting UN joint programmes and/or multi-agency initiatives, preferably in Uganda or similar contexts.

  • Experience coordinating with government agencies and/or donors is desirable.

  • Proven experience working in the UN System is a requirement.

  • Fluency in English is required.

  • Knowledge of any other UN official language is an asset.
