About Islamic Development Bank

The Islamic Development Bank (IsDB) is a multi-lateral development financing institution located in Jeddah, Saudi Arabia. It was founded in 1973 by the Finance Ministers at the first Organisation of the Islamic Conference (now called the Organisation of Islamic Cooperation) with the support of the king of Saudi Arabia at the time (Faisal), and began its activities on 20 October 1975.

 

Job Description

Under the supervision of the Country Operations Manager, to manage the portfolio of (Transport) and related Economic Infrastructure projects and TAs within the approved scope, schedule, budget and quality to ensure efficient delivery of the Bank’s mandate to support socio-economic development in the relevant Member Countries. Supervise and provide technical oversight to Project Managers on day-to-day basis for the implementation of projects and to provide clearance on their tasks. Lead/conduct the appraisal of projects, TAs, quality reviews, progress reporting monthly, quarterly and annually. Contribute to the clearance of tender documents and contracts related to implementation of the approved projects and proactively mitigate risks issues in the portfolios. Provide technical support and contribution in shaping the Bank’s strategy by focusing on the given sector in the covered region, including contribution to Member Country Strategy, analytical work. Provide Project Management and Implementation supervision

Responsibilities

  • Lead the preparation of project appraisals to ensure comprehensive coverage of technical, economic, social, financial, procurement, institutional, and environmental aspects in line with the Bank's operations

  • manual and applicable policies.

  • Seek inputs from respective Sector Teams in DGCP and GPP to refine and enhance project appraisal documents prior to Board submission.

  • Incorporate all changes identified during preparation and appraisal phases into relevant documents to align project design and approach before Board submission.

  • Build partnerships with other Multilateral Development Banks (MDBs) for co-financing opportunities.

  • Lead the preparation, follow-up, and communication of project approvals in accordance with IsDB's business processes and delegation of authority.

  • Coordinate with DGCP and GPP Sectoral Leads for technical assistance throughout the project lifecycle.

  • Maintain project plans to monitor progress, proactively identify issues, and implement action plans for resolution.

  • Liaise with the Operations Quality and Monitoring (OQM) Unit to ensure compliance with operational policies and procedures.

  • Review disbursement requests and advise on clearance status to ensure timely resolution of procurement and related issues.

  • Contribute to the development of project completion reports, ensuring all charter elements are incorporated.

  • Document problems, remedial actions, and lessons learned for future reference and provide inputs to Sectoral Teams.

  • Provide necessary inputs to the Portfolio Effectiveness Unit to ensure achievement of development effectiveness objectives at the end of the project cycle.

Requirements

  • Bachelor's degree in Civil Engineering (Transport, Highway, Aviation, Railroad, BRT, Port), Electrical Engineering (including renewable energy), Infrastructure Policy, Economics, or related field.

  • Master's degree and exposure to sector policy would be preferred.

  • Additional qualification or certification in Project Management such as PMP would be desirable.

  • Minimum 8 years of experience with a Bachelor's degree or 6 years with a Master's degree in the development sector, with at least 5 years in a specific sector.

  • Field experience in developing countries in project implementation.

  • Preference will be given to candidates with Multilateral Development Bank (MDB) experience.

  • Language proficiency: English (Mandatory).
