About Electoral Commission

The Electoral Commission was set up under Article 60 of the 1995 Constitution of The Republic of Uganda. It consists of the Chairman, Deputy Chairperson and five other members appointed by the President with the approval of Parliament and a Secretariat headed by the Secretary. Our mission is to organize, conduct and supervise regular, free and fair elections and referenda through citizen participation, stakeholder engagement and information sharing to enhance democracy and good governance

Job Description

The Electoral Commission invites applications from suitably qualified persons with proven integrity and initiative, results oriented, able to work in teams under minimum supervision, and excellent client care to fill vacant positions on Short-Term Contract Basis within its establishment.

In order to effectively fulfil its mandate, the Commission is looking for competent persons with the required skill, attitude and qualifications to fill the under listed positions. Please submit your application by 25th September, 2025.

Copies of academic certificates and National Identity Card, a comprehensive CV with 2 referees and day time telephone contact, and two pass-port size photos should be attached to the application form.

A short-list of candidates to appear for interviews will be pinned at the respective offices of the District Election Administrators/Returning Officers indicating the dates and venues for conducting interviews.

The deployment shall be for a period of six (6) months.  The engagement shall cover the pre-election, election day, and post-election period, with exact timelines determined by the Electoral Commission. 

Responsibilities

  • To provide technical IT support during the General Elections, ensuring smooth operations of election systems at tally centers, polling stations, and election management systems (ERTDS and BVVS).
  • The officer will also be involved in training of tally clerks and BVVK operators.
  • Providing technical support for election technology systems, including the Biometric Voter Verification System (BVVS) at polling stations.Offering on-site IT support at District Tally Centers, Divisions, and Regional Offices to ensure proper system functioning.
  • Supporting the Electronic Results Transmission and Dissemination System (ERTDS) at tally centers.
  • Providing support at Headquarters and the National Tally Center (NTC) for configuration, monitoring, and troubleshooting.Installing, configuring, and maintaining election IT equipment, including servers, laptops, tablets, routers, and other network devices.
  • Ensuring secure setup and functioning of polling day ICT infrastructure.
  • Training Tally Clerks and BVVK Operators on the use of election IT systems to ensure smooth results entry, verification, and transmission.
  • Troubleshooting hardware, software, and connectivity issues promptly to avoid disruption of election activities.
  • Assisting in testing, training, and simulation exercises before polling day.
  • Documenting incidents and providing technical reports to supervisors.Performing any other duties assigned by supervisors in relation to IT and election systems.

Requirements

  • Bachelor’s degree (Hons) in Information Technology, Computer Science, Business Computing or related field.
  • At least 2 years of experience in IT support, Systems Administration, or troubleshooting.
  • Hands-on experience with networks, databases, and ICT hardware/software support.
  • Knowledge of election technology systems (such as BVVS or results transmission systems) will be an added advantage.
  • Experience in training or capacity building is desirable.
  • Must be willing to be deployed in any district of the country.
  • Strong problem-solving and analytical skills.
  • Ability to work under pressure in a high-stakes environment.Excellent communication and interpersonal skills.
  • Ability to train and support non-technical staff effectively.High integrity and commitment to confidentiality.
  • Willingness to work long and irregular hours, including nights and weekends.
