Job Description

The MNCH & GHS Technical Advisor will be responsible for promoting, coordinating, and co-leading the integration of MNCH, Malaria, and GHS interventions within the HIV/TB program across the 13 supported districts of the Ankole subregion at the district, health facility, and community levels. In collaboration with District Health Teams (DHTs), he/she will serve as the lead technical expert responsible for guiding and supporting the design, implementation, and evaluation of activities that strengthen national and sub-national capacities to prevent, detect, and respond to public health threats, including infectious disease outbreaks and other emerging health emergencies, and improving MNCH and Malaria services in the region.

Responsibilities

  • Support and contribute to the design, implementation, and monitoring of all MNCH, Malaria and GHS integrated activities.

  • In collaboration with the ADHO MNCH, identify barriers to MNCH uptake of services and develop innovative approaches/strategies to address the barriers.

  • Support the district's program teams in the provision of quality integrated MNCH services.

  • In collaboration with ADHO, mentor and provide skilling to health care providers providing integrated MNCH services in Program supported facilities and outreaches.

  • Work closely with district GHS focal persons to address challenges during disease outbreaks.

  • Provide a situation report during a GHS emergency that occurs in the region and at the national level.

  • Work closely with the community program teams to create demand for integrated MNCH and GHS services.

  • Provide direct technical assistance and support to program counterparts and health facilities in the areas of expertise of MNCH and GHS.

  • Propose innovative program approaches and interventions aimed at improving MNCH outcomes and response to GHS emergencies.

  • Monitor program outputs and results related to MNCH and GHS, and work closely with the M&E team and other Program staff to ensure that results are documented and reported accurately.

  • Apply best practices and review strategies in MNCH and GHS to guide strategic planning, budgeting, and implementation.

  • Work jointly with the other MNCH and GHS partners in the region to coordinate planning and scheduling of activities with the relevant DHT and technical advisors.

  • Provide support to operationalize health policies, ensure client responsive services and optimize the use of government and donor resources.

  • Prepare technical documentation and reports related to project MNCH & GHS activities and results for donors, district, government stakeholders and partner organizations.

  • Participate in writing success stories and scientific Abstracts related to MNCH and GHS implementation.

Requirements

  • Bachelor of Medicine & General Surgery or Nursing

  • A Masters in public health or any other medical discipline is an added advantage

  • Minimum of seven (7) years of experience in integrated MNCH, Malaria and GHS programming

  • Recent work experience in supporting GHS initiatives is an added advantage

  • Experience in technical assistance, facility-level capacity building and health system strengthening

  • Strong understanding of Uganda’s MOH systems, MNCH, and Malaria guidelines and policies

  • Excellent mentorship, coaching, facilitation and clinical capacity strengthening skills

  • Willingness to work and travel in rural settings in Uganda

  • Knowledge of district lead programming and local government health care systems

  • Experience working with donor-funded programs, preferably USG mechanisms

  • Excellent written, oral communication and presentation skills

  • Computer proficiency in Word, Excel and PowerPoint

  • Strong attention to detail with the ability to prioritize and manage time effectively.
